League FormatThe league will initially be comprised of 30 MLB teams, using the standard MLB divisions and leagues. GM Expectations- Be active in league Slack - active meaning replying to messages, logging on at regular intervals, and voting in league polls
- Export team files for league simulations
- Vote (for both leagues) for All-Stars, End of Season Awards, and Hall of Fame
- Keep your rosters current and organization fully staffed
- Treat fellow GMs with respect - any personal attacks will NOT be tolerated and are subject to immediate removal - we are all adults and are expected to act as such. If you wish to act like a child, I will treat you like a child.
Simulation Schedule- The league will be advanced 7 days on Monday, Wednesday, and Friday.
- From the end of the playoffs through opening day, sims will cover more time
- All exports are due at 10pm EST on the day of simulation, sim will be run between 10:30-11pm EST
- Live sims will not be the norm, but will most likely take place later in the season/in the playoffs.
- If you must miss a few sims, please let the commissioner know.
- Missed exports will be tracked through a document in the main iMLB Chat
- If you miss 5 sims (total) throughout the season without posting in the out of office forum, you will be replaced.
Amending ProcessThe ULBA Constitution may be amended as the league grows and evolves. All proposed amendments will be subject to a league-wide vote. All amendments must receive a simple majority of votes. GMs who do not vote on proposed amendments have no right to complain about them if they do not agree with the proposal. Amendment proposals are allowed at any time; major changes must take place during the next off-season.- There will be a CBA process, which will begin after the end of the World Series.
- During the season, we will make note of issues and revisit them during this time.

Finances- Team owners will have control over budgets.
- Poor financial management can lead to negative consequences for you and your organization.
- Revenue Sharing will be enabled at 31% of your income.
- This money will be divided equally among teams on the first day of the off-season
- iMLB will utilize inflation at 1.5% per season
Contracts- Player, Team, & Vesting options are allowed!
- If a vesting option is offered, plate appearances cannot be more that 550 and innings pitched cannot be more than 250.
- If you offer both a Player & Team Option, THE PLAYER OPTION MUST COME BEFORE THE TEAM OPTION. You MAY NOT offer Team Option then Player Option.
- Option Buyouts must be at least 25% of previous years salary.
- Multiple Contract years (extensions and free agents) may not show a difference of greater than 20% each subsequent season.
- Example: $20 million/$10 million/$10 million contracts are not allowed. However $20/$16/$14 would be.
- If you wish to front-load a contract beyond the 20% rule (listed above), you must offer a player opt-out after year 1.
- For all players: The dollar amount offered for a contract incentive or bonus will be no more than 50% of the highest valued non-option year of the contract, not to exceed $2.5 million
- For hitters: The Plate Appearance contract incentive may be set no higher than 625 PAs
- For SPs: The Innings Pitched contract incentive may be set no higher than 215 IP, for RPs the IP incentive must be no more than 60 IP.
- Minimum pitcher stamina to be offered incentive or bonus: 45
- If you are signing a guy mid-season, offering him playing time bonuses that are impossible for him to fill will be considered a violation of our bonus rules
- Failure to do these will result in one warning. Any further violations will result in immediate voiding of contract and player being released to Free Agency.
- Players must be in the final year of their contract to be eligible for an extension (arbitration years DO NOT COUNT as final year)
- Players must reach 5.172 of MLB service time before they can sign an extension.
- If a player's 172nd day of his 6th year of service falls near the end of the season, they can be offered an extension in September of his 6th year
- Contract Amnesty - There will be a ONE-TIME contract amnesty which is available only to use before the 2016 season begins.
- You cannot re-sign a player your amnestied within the first 60 days of the move.
- Amnesties cannot be traded - either use it by i2016 Opening Day or lose it
- Any contract over 7 years will be subject to review & approval by the Board of Governors.

Trading- All trades must be posted in the iMLB Forum for league approval.
- One team will post the trade, the other team must post that they approve of the trade from their end.
- If a concern is raised the Trade Committee will have a vote. If the vote is tied the Commissioner will have final tie breaker vote. If the trade is vetoed the same trade cannot be resubmitted without being restructured or it will automatically be vetoed. The Trade Committee may not interfere with the negotiations of a trade.
- The trade committee will be comprised of 5 members: Josh (CIN), Chris (STL), Paul (CHC), Tonny (SD), Cory (SEA)
- If you are over your budget (where the game says Projected Budget Room), you may not make a trade that puts your further over
- If you are under your budget, you may not make a trade that will put you over your budget (into the red)
- You MAY include cash in a deal to even out trades and stay under budget - a little leeway will be given, but anything in excess of a minimum contract over budget will be rejected by the league office
- As a league, we are trying to emulate the rMLB, and as such, will heavily scrutinize trades between traditional rivals - rivalries of note are:

Staff Hiring- If there is a former player that you wish to hire for your staff, and is currently not listed/available to coach, you must post in the Staff Hiring forum. Staff must have ties to the club offering them a contract, otherwise the offer will be rejected.
- In the thread, you must list the team (MLB, AAA, AA, A, etc.) and the terms of the contract (salary & years).
- The best offer for 24 hours will be awarded the staff member.
Relocation & ExpansionAny relocation or expansion bids must be approved by a 2/3 majority of the league.
